Term Contract Administrator

Position Title: Term Contract Administrator

Grade/Classification:  2 (D1) - Para & Entry Level Professional I

Bargaining Unit: CSEA

FSLA Status: Non-Exempt

Hiring Rate: $43,152


Primary Purpose

The Term Contract Administrator prepares and processes work authorizations against term consulting contracts initiated at the request of Construction Division staff or other DASNY operating units.

Essential Functions

  • Prepare and process work authorizations issued against term consulting contracts.
  • Participate in consultant selection process and/or chair selection committee.
  • Negotiate consultant fees.
  • Prepare new term contracts or amendments to existing contracts.
  • Prepare rate increases to contracts.
  • Assist in the selection of the appropriate term consultant for the specific project or service required.
  • Coordinate with Planning, Design and Quality Assurance (PDQA), Construction and other operating units to assist in the accumulation of required documentation and submittals for individual work authorizations.
  • Ensure that complete and sufficient documentation of the work authorization process is maintained in the appropriate files.
  • Comply with established work authorization procedures and all federal, New York State, Authority and Procurement Unit regulations, statutes, policies and procedures.
  • Provide data input into systems such as JD Edwards, Contract Manager, Statewide Utilization Management Plan (SUMP) system and other similar systems.
  • Assist in processing request for proposals from internal request to award notification.
  • Identify and apprise management of potential improvement opportunities in the work authorization or term contract utilization process. 

Other Duties and Responsibilities

  • Assist with the documentation and implementation of procedures.
  • Assist with internal controls implementation, review and testing.
  • Undertake special assignments as directed.
  • Must maintain regular attendance in accordance with DASNY attendance and leave policies.
  • Must adhere to the NYS Information Security Policy Standards established and issued by the Office of Cyber Security and Critical Infrastructure Coordination.  (Standards can be found on the Intranet).



Physical/Mental/Visual Demands

Occasional travel may be required using public transportation, DASNY vehicle, rental vehicle or personal vehicle.  This travel may include overnight stays at public accommodations and related establishments.  Must be able to work overtime or extended work hours as needed.

Work Environment

Standard office environment, including the use of one or more of the following:  PC, telephone, fax machine, printer, copier, scanner, shredder.  

Minimum Qualifications

Associate’s degree plus three years relevant experience.

Preferred Qualifications

Associate’s degree in Business or a related field plus three years relevant experience or Bachelor's degree in Business or Public Administration plus one year relevant experience in a large public organization.  Working knowledge of the building design and construction process.  Knowledge of typical business overhead expenses

Essential Skills

  • Proficiency in PC applications such as Outlook, Excel, and Word.
  • Good oral and written communications skills.
  • Good negotiation skills.
  • Demonstrated organizational skills and ability to prioritize.
